The Fifth District of Pangasinan is composed of eight(8) towns and one (1) city, namely Bautista, Alcala, Santo Tomas, Villasis, Urdaneta City, Binalonan, Laoac, Pozorrubio, and Sison. It is strategically situated between the fourth, third and sixth district of Pangasinan and tagged as the gateway to the North (La Union, Ilocos Region) Benguet and Mountain Province
The town of Alcala was formerly a barrio of Bayambang, Pangasinan called “Dangla”. On September 20, 1875, it was officially declared a municipality through Royal Decree No. 682, bearing the new name “Alcala” which was derived from town in Spain where the then Governor of Pangasinan came from.

During the men’s work, they eat their packed lunch under camachile trees. When Don Salvador offered his pasture lands to immigrants from Ilocos, he said that the land is the place where people bring their “balon” to eat. It was then called Binnalonan, which means “a place where people bring and eat their “baon”.
