Congressman Ramon Velicaria Guico III

Congressman Ramon “Mon-mon” Velicaria Guico III, DPM is the current representative of the 5th District of Pangasinan to the House of Representatives.

Driven by his passion for public service, Congressman Mon-mon is a three-term Municipal Mayor of Binalonan, Pangasinan. During his term, he introduced the concept of University Town as a model of progress in Binalonan. To jumpstart this vision, he established the University of Eastern Pangasinan.

Under his term as the Mayor of Binalonan, the town was able to achieve several awards, such as Seal of Local Good Governance (for the years 2014, 2015, 2017, and 2018) and Most Statistically Developed LGU (2nd Runner-Up, 2013 and 2014) among others. It was also during his term when Binalonan transitioned from a 3rd class municipality to 1st a class.

Moreover, Congressman Mon-mon is also academically- and intellectually-equipped for public service. He earned his Philosophy degree, Certificate in Professional Education, and Master’s degree in Education at the University of the Philippines Diliman. His Doctorate degree in Public Management was conferred to him by the Pamantasang Lungsod ng Maynila in 2005.

He also pursued his interest in aviation and aeronautics, that is why he took up Bachelor of Science in Aviation at WCC Aeronautical and Technological College Binalonan Airfield. He is currently earning units for this Master’s degree in Aeronautics at the Embry-Riddle Aeronautical University, Singapore Campus.

Aside from being a competent public servant, he is also a loving husband to Maan Tuazon-Guico and a father to Ramon Ezekiel, Ramon Ethaniel, Eliana Grace, and Eliza Rae.

Infrastuctural Plan for the 5th District of Pangasinan

Build Resilient Physical Infrastructures to spur economic growth and provide for the safe, efficient, and effective delivery of goods and services in the Fifth District. Our aim is greater connectivity of our District to other regions and country. To achieve this, we will construct and convert roads and develop and establish airports in rural areas. To this end, we will ensure safe, economic, and efficient air and road travel for all Filipinos.

Build Accessible Social Infrastructures to enhance the social well-being of our people and overall, to make the Fifth District a desirable place to live in. To achieve this, we aim to establish a dynamic and inclusive education system by providing a specialized education programs for Gifted Filipino Children and Children with Special Educational Needs. We will also promote the welfare of the elderly by establishing programs and providing privileges that will help them achieve a comfortable and worthwhile living.

Build a Strong Economic Infrastructure to attract investments, generate gainful employment, and make the Fifth District a significant part of national growth. To achieve this, we will create economic zones to pump prime employment and economic development in the District. As we continue to develop, we will strictly adhere to the principles of environmental laws so that all generations may reap the blessings of development.

Build Moral Infrastructure by instilling values critical to personal and national development. To achieve this, we aim to fund the District 5 Ang Galing Awards to Best Performing LGUs in the Fifth District to motivate public officials and employees to dedicate themselves in service of the Filipino. Seminars and trainings will also be extended to our educators and local executives to hone their skills and talents.
